US Coast Guard captain Kathy Moore repeated,
When we began to detect these heightened levels, we pulled the responders, we pulled out work crews, and we pulled local officials away from the derailment site.”
NTSB Chairperson Deborah A.P. Hersman said,
The first concern is evacuating the hazardous materials and making sure it’s safe to enter (the area).”

If this was declared an emergency, he would be on the TV begging for federal help from his pal Obama. I would think that the some gov’t. agency knew when and where this chloride was being shipped.
100 additional homes ordered to evacuate in Paulsboro
December 4, 2012 (WPVI) — U.S. Coast Guard Captain Kathleen Moore of the Unified Command announced modifications to the scope and duration to the evacuation order in a press conference Tuesday afternoon.
“The shelter in place situation we currently have is going to transition into a targeted evacuation area that will encompass approximately 100 additional homes from the current evacuation zone,” Moore said.

Human error, automation, aging bridge blamed for Paulsboro derailment
The freight train derailment last week in Paulsboro likely was the result of human mistakes (overriding a red stop signal), money-saving automation (replacing a human bridge operator with an electronic system), and overloaded old infrastructure (a bridge with parts dating to 1873), rail experts say.
The bridge failure and derailment Friday dumped four tank cars into the Mantua Creek, one of which ruptured, spewing hazardous vinyl chloride gas into the air. Seventy people went to hospitals, and more than 100 residents are expected to remain out of their homes this week while crews try to remove the dangerous chemical.
